The Kyoto Protocol could be completed in 2012. Initiated by the 1992 Rio Earth Summit, it laid the foundations of an international coordination regime combining national ceiling prices and market quotas for reducing emissions of greenhouse gas. Many "Conférences des Parties" (the latest Bali, Copenhagen, Cancun) have sought to establish the modalities of such a plan. This book draws the lessons of these negotiations relative failure and proposes new directions for the future. The world will have to live permanently with a carbon price reflecting disparate levels of engagement which are heterogeneous. We must imagine modalities accommodating this reality and reconciling the ideas of justice and efficiency.
